  10. The controversial Built Environment Professions Bill has been withdrawn, newly appointed Public Works Minister Geoff Doidge said on Tuesday, citing technical and legal issues. The objective of the Built Environment Professions Bill was to foster the accelerated transformation of professions, such as engineering, architecture, and quantity surveying, and also proposes the establishment of a new South African Council for the Built Environment (SACBE). This supercouncil would incorporate all the existing professional councils, including the influential Engineering Council of South Africa, and transform them into subsidiary boards

  11. If legislation to lower the current registration standards for South African engineers is passed, it could lead to an exodus of professional skills. And given the country’s shortage of engineers and the massive global demand for engineering talent, this could be a disaster.

    The Department of Public Works has chosen to go ahead with its fast-tracking of the controversial bill that may change our professional landscape substantially.

    Our previous inputs seem to have been LARGELY ignored and NO feedback was given to us.

  19. PLANNING AHEAD

    At Much Asphalt we are constantly planning ahead to ensure the sustainability of our service to our clients. In this issue of Surface Talk you will see reference to our new power generating equipment for our branches to avoid delays in supply, new bitumen testing capability, and our continued efforts to help empower contractors and improve the skills pool..

  20. The South African Institution of Civil Engineering (SAICE), a voluntary body representing some 8 000 members, has added its voice to the growing chorus of objections being raised about a Department of Public Works (DPW) proposal for the overhaul of the regulatory framework governing built-environment professionals.

  21. The Engineering Council of South Africa (ECSA), which says its very existence as an autonomous body is under threat by proposed revisions to the statutory framework for the built environment, would deliver a detailed response to the Department of Public Works (DPW) on Friday, in which it would appeal for a dramatically altered formulation.

    Our previous communication to you via the two flipcharts below refer.

    We would like to encourage you to submit your own written comments to the Department of Public Works, seeing as they have now postponed the deadline to 11 April. It is imperative that as many comments as possible about this matter reach the DPW before the deadline. The Draft Bill can be found at www.publicworks.gov.za

    SAICE's response, as per the letter attached to the flipchart below, as well as ECSA's formal response, available on their website (www.ecsa.co.za), should offer you sufficient background information to assist with formulating your own response.

  24. Dear SAICE members

    Please take URGENT note of the attached two documents:

    1. Draft CBE Bill
    2. ECSA media release on the Draft CBE Bill

    For the past thirty to forty years SAICE has played a significant role in the development of the South African engineering profession and its governance structures, and in many cases our Institution and its leaders pioneered the concepts. We therefore note with surprise and concern the latest developments around the statutory registration system and its supporting structures. It is unthinkable that such far-reaching changes could be developed as far as this, even giving dates when the new draft legislation will be submitted to Parliament, without involving the stake holders and affected parties, including the Statutory Councils, the Voluntary Societies, the Profession and Industry.

    It must furthermore be asked - if any changes are to be effected, why has the debate not been extended to include the Town and Regional Planners, as well as the Land Surveyors, who have so far been excluded from the so-called Built Environment family of six professions?

    We urge our members to engage in this debate, since the various professions could be seriously affected by what is envisaged in the attached draft bill. SAICE will receive your comments and will then forward these to the appropriate parties.
